European Directives
A range of European Commission (EC) Directives affect our lives, and are usually absorbed into UK law. Travel and transport regulations limit the number of hours that train, coach, bus and lorry drivers can work. These affect service delivery, and thus indirectly affect our LTP2. An important new issue is the Directive on Strategic Environmental Assessment, which relates to most public authority plans and policies.
The Directive on Strategic Environmental Assessment (2001/42/EC)
This Directive requires us to examine the environmental impacts of our LTP policies and proposals and to identify appropriate mitigation measures.
We must produce a Strategic Environmental Assessment Report (SEA) on the impacts of our provisional LTP2, due for submission in July 2005, and give statutory consultees and other stakeholders ample opportunity to comment. Responses and any changes will be covered in a report accompanying our final LTP2 in March 2006.
We have undertaken considerable preparation for our SEA. We have been working with consultants appointed by DfT (one of only three LTP authorities to do so) to develop our approach. We have engaged consultants to develop a methodology, undertake an objective assessment and advise whether our approach is compliant with the Directive. We are also working corporately with all the Authorities to develop a consistent methodology that can be applied to all plans and programmes to which the Directive applies.
