The Feasibility Study
In November 2005, the Department for Transport, allocated a portion of the Transport Innovation Fund to fully investigate levels of traffic congestion within the West Midlands and examine a range of solutions, including public transport improvements. The study will investigate road user charging, but does not mean the West Midlands is committed to such a scheme in the future. The results of the study are due in Autumn 2006.
- The study is being conducted by a team of independent consultants, each with specific expertise to ensure objectivity and a rigorous approach.
- The Study will consider the widest potential range of congestion solutions by:
- identifying when and where congestion occurs, and traffic type
- assessing detailed impacts on business, environment & social equity
- exploring necessary additional public transport measures
- In simple terms, there are three broad approaches open to the West Midlands, each of which will be explored by the study:
- Continuance of current strategies and investment levels
- A strategy based on a package of ‘lifestyle’ measures such as flexible working and school travel plans. This will be supported by appropriate and affordable increases in infrastructure investment and policy issues
- A strategy based on some form of road pricing supported by extra infrastructure and public transport investment
