9 Mitigation and Enhancement

The SEA Regulationsrequire that measures should be considered to prevent, reduce or offset anysignificant adverse effects that have been identified during the assessmentprocess. This is a key part of the SEA process, and this Environmental Report.Further to this, guidance recommends that consideration should also be given toproactive avoidance of adverse effects and enhancement of beneficial effects(DfT, 2004a).

Section 9.1 detailsmitigation measures which are proposed to address the potential significantnegative effects of the plan. Section 9.2 details the wider mitigation andenhancement measures which have been proposed through the assessment.

It is probable that some mitigation/enhancement measures may bedelivered by parties other than the LTP authority.  Indeed, several administrative jurisdictionsand stakeholders may be involved. The co-operation of these other interests isneeded to ensure that the mitigation/ enhancement or monitoring measure issuccessfully implemented.
