8.9 Issues to be taken into account in project Environmental Assessments
Whilst SEA looks atthe potential environmental impacts of a plan or programme of work, EIAinvestigates impacts at an individual project level.
The assessmenttables in Appendix F highlight topics that should be considered during theproject level assessments, for example archaeological surveys in areas affectedby major infrastructure schemes, and ensuring that Construction Environmental Management Plans protect water resources and soils from contamination duringthe construction period.
One potentialoutcome of SEA is to reduce the scope of the project level EIAs and otherenvironmental assessments that are carried out at a later stage. In the case ofthis SEA however it has not been possible through the assessment to provideparticular guidance as to environmental topics that may not be required in theindividual project assessments.
EIA and otherproject environmental assessments should however draw on the findings of the SEA to ensure that particular issues highlighted are covered during the assessment.
As part of the SEAmonitoring, it could be that the Environmental Statements for the major schemesare monitored to ensure that the recommendations of the SEA are taken intoaccount.
