6 SEA Objectives

During the scoping stage SEA objectives and indicators were formulated to help focus the environmental assessment on the most important issues relating to each SEA
topic.

The SEA Objectives were originally developed by CEPOG officers during the scoping phase and were subsequently amended after the Scoping consultation and input from the SEA consultants. These objectives are presented in Table 6-1.

Air Quality

To improve air quality, particularly in AQMAs, both within and outside of the WMMA.

Climatic Factors
To reduce CO2 emissions and the adverse impacts of climate change (e.g. flooding)

Landscape

To protect, enhance and safeguard access to open countryside and open space within the Metropolitan area.

To protect and enhance the character of the landscape and townscape, and improve the quality of the public realm.

Heritage

To preserve and enhance historic buildings, conservation areas, historic parks and gardens, archaeological sites and other culturally important features and areas, and their settings.

Biodiversity

To ensure no loss or damage to statutory nature conservation sites, nor any constraint on management of these sites to achieve favourable condition.

To conserve and enhance biodiversity at all levels, and to maximise opportunities for achieving Biodiversity Action Plan targets.

Soil
Reduce soil contamination from the transport system and safeguard soil quantity and quality.

Water

To minimise the impact of transport on surface and ground water quality and quantity.

Human Health

To reduce peoplesÂ’ exposure to high noise levels and transport induced vibration.

To improve the health of Metropolitan residents, reduce health inequalities and improve access to health facilities.

To reduce the number of road accidents (particularly in deprived areas), and accidents on public transport and pavements.

Population

To reduce the number of crimes (and fear of crime).

To improve accessibility of goods, opportunities and services to all, particularly those in disadvantaged communities.

Material Assets

To maximise the efficiency of transport related materials usage (e.g. recycled materials, waste etc.)
