3.6 Difficulties Encountered
There is a highlevel of uncertainty in the forecasting of the future baseline without the planbecause there are so many inter-relating factors and influences which will havean affect on the SEA topics. There is also a lack of trend data for certaintopics (e.g.; soil, and material assets), even at a national level.
