3.4 Environmental Baseline
The SEA Regulations require that the Environmental Report includes anexamination of the current state of the environment and the likely evolution ofthe environment (“future baseline” or the “without the plan scenario”) withoutthe implementation of the plan. It isrecognised that the future baseline in particular is difficult to describe astrend data is often not available.
The baseline data collected is presented in Appendix C. The followingsection outlines the current state of the environment in relation to thetransport system, and indicates future trends where possible.
