3.3 Relationship of the LTP with other Plans and Programmes

What DfT guidance on SEA says…

A plan will be affected by, and will affect, a wide range of other relevant plans and programmes, and environmental objectives both within and outside an authorityÂ’s jurisdiction. It is important to determine whether the plan gives rise to conflicts with such plans/programmes. Approaches to deal with any such conflicts should also be identified.

The SEA Regulations (see schedule 2) state that an Environmental Report should outline:

In order to fulfil this requirement, a review of the other relevant plans, policies, programmes was undertaken to identify environmental objectives which may provide constraints or synergies with the plan being formulated. Such objectives are to be taken into account in the plan and SEA. This review has taken in international conventions and EU Directives through to local plans and strategies. The following section provides a summary of the main outcomes of the review (Table 3-1), with the full review appearing in Appendix B.
