2.1 Introduction
The Local Transport Plan has been prepared by the seven West Midlands Local Authorities (Birmingham, Coventry, Dudley, Sandwell, Solihull, Walsall and Wolverhampton and the Passenger Transport Authority (Centro). The Chief Engineers and Planning Officers Group (CEPOG) has overseen its production.
LTP2 sets out the West Midlands strategy, vision and implementation programme for all forms of transport for the period 2006-2011 and is designed to meet national, regional, and local priorities, including the Government’s shared transport priorities. These priorities are summed
up as Meeting local transport needs more effectively through improved access
to jobs and services, particularly for those most in need, in ways which are
sustainable: improved public transport, reduced problems of congestion,
pollution and safety (DfT, 2004b).
Other objectives within LTP include the local priorities of maintenance
and delivering the determined infrastructure to meet future growth in the area.
The LTP has been written within the context of the vision that the partner authorities of the West Midlands share. This vision is for:
- A thriving and vibrant community where people want to live and where business can develop and grow;
- Town, city and local centres that are attractive and vibrant, where high quality public transport is the norm and walking and cycling are common-place;
- Cleaner air and less congested traffic conditions;
- A safer community with fewer road accidents and with environments in which people feel secure;
- Equal opportunities for everyone to gain access to services and facilities and enjoy a better quality of life, with travel choices that are attractive, viable and sustainable (CEPOG, 2005 [3] ).
