11.5 SEA Statement

The SEA Statement will be published with the Full LTP in March 2006, and as with the Environmental Report it must be made available to the four Statutory Environmental Bodies and also the public. The purpose of the SEA Statement is to update the environmental information available with the final plan in order to outline how the environmental assessment and consultation have influenced the Final LTP.

The SEA Statement will document any additions, amendments or deletions within the LTP which have resulted from the findings of, and consultation on, the Environmental Report.This will provide detail on how the plan was modified to take account of the issues raised, and if no changes are made in response to an issue, reasons will be given.

At this stage information will also be provided to explain why the alternatives carried forward into the plan have been accepted, and why other reasonable alternatives were rejected prior to the Final LTP being submitted

Due to modifications and additions to the LTP that will have been made between the Provisional and Final LTPs, the monitoring measures that were proposed in the Environmental Report will finalised. This may involve the identification of new monitoring measures or amendments to those already proposed, and if the plan has been altered to avoid certain predicted significant effects, it may be that some proposed monitoring measures can be removed from the monitoring programme.
