1.1 Background and Context

This Environmental Report has been prepared to meet the provisions of the Environmental Assessment of Plans and Programmes Regulations, Statutory Instrument 2004 No. 1633. It represents the major output from the Strategic Environmental Assessment (SEA) of the West Midlands Provisional Local Transport Plan (LTP) 2006 – 2011. The LTP was submitted to the Department for Transport (DfT) and the Government Office for the West Midlands (GOWM) on 29th July 2005.

This will be the first round of LTPs which are subjected to SEA. As a result, the SEA process and documentation have relied on guidance published by the DfT (2004a).

The Provisional LTP has also been prepared under new DfT guidance (DfT, 2004b). The Provisional LTP presents the major strategies that will be augmented with other measures when the Full LTP is submitted in March 2006.

The Provisional LTP provides details of proposed Major Schemes and therefore this Environmental Report records the assessments of the high level strategies and those for detailed schemes. It must be noted however, that it is not the intention of SEA to undertake detailed assessments of individual schemes, but to look at them in the context of the overall plan.
